Phone Verify Issues

Ok, so I have a problem. I have money in my PayPal account that I need to transfer to my debit card to pay bills and get my phone turned back on. I have transferred money to my card before.  I have only used 2 devices to access my paypal account. My laptop and my phone. 

 

The other day, I go to transfer money and it says that my device is not recognized and to "verify" my account by receiving an automated call. Problem is, I don't have my phone activated anymore and I don't have a phone number for the automated call to goto. 

 

I sent a message to PayPal and this is the reply I got:

I sincerely apologize for the difficulties you are experiencing while trying to withdraw funds. Please allow me to clarify this matter.

I would like to put your mind at ease that our system is just protecting you from any high risk that it could cause you.

It appears in your records that your payment is being reviewed by our Internal Security Program. We cannot release the exact details of how our system works as to do so would undermine the security itself by encouraging people to try and find ways around it.

PayPal truly recognize that this transfer of funds is important for you to make and as much as possible, we wanted for you to complete this commitment. But if your safety will suffer, we’d rather have it reviewed first than be at risk.

No need to worry. The good thing is, it is just a temporary block. This means that you 

can still process the request. It is always best to try it at a later time or after a couple of hours until the risk has been evaluated.

In addition, I have made the necessary adjustments to help you withdraw funds. You could also try deleting your cache and cookies to freshen up your internet browsing and use the link www.paypal.com/wdfunds.

WTF does it mean that my payment is being reviewed by their "internal security team"?  All of my items have shipped. I have some money that is pending, but it says I have $394.xx of available funds and I am only trying to ttransfer $200 so I can get my phone turned back on and pay my internet bill. 

 

I have asked them to reset the "verification" and supposedly they did but after clearing my browser cache and restarting my computer, it still comes up with the message saying that they don't recognize my device and to verify by phone, which I don't have anymore.  

 

What do I do?  I have to pay my internet bill by the 22nd (19th now) or it gets shut off. 

 

I REALLY DESPISE PayPal! It never used to be like this.  It seems they just put holds on your funds for items you have sold for any reason.

Are you using your paypal debit card ?..it was automatically link in your paypal balance no need to transfer it ..you can instantly withdraw via atm.

But if you are just using a debit card not a Paypal debit card , you cannot transfer money from your balance to your debit card.It is not allowed.

I don't have a Paypal debit card. I have a prepaid debit card through walmart (greendot). I didn't have any problem at all transferring money to it a few weeks ago. It didn't even make me sign into the "Classic Stite" to do it. 

 

Now, it says I need to sign into PayPal via the "classic Site" and then it wants me to phone verify because it doesn't recognize the device I am using. I have only used my phone and my laptop to sign into PayPal since opening my account, so my question I have is how do I get around the phone verification. I don't have any way of getting a phone # until I am able to get my cell phone turned back on, which costs money, which is tied up in paypal's evil web. Vicious circle.
