PayPal 'return shipping on us' issues

Note there is no tracking numbers either by PayPal or TelUs Int., PayPal front line agents did not know about the program, supervisors (if they were actually) barely knew and tried to refer me to TelUS with a phone number that nobody can get a live body on, nor a call back after leaving a message. The email link to them is the actual first time submission form- not a help form.
Been 20 days and no action...... Terrible, but nobody wants to help resolve. I see the same issues in Dec of 2015 !! who is not learning?

What is the problem you are having? Did you submit all the required documents already and you are just waiting and waiting on response on the claim status?

And where are you located? Because each region have their own contact info for that service, I think.

Be sure to read the form pages carefully. For example, for the UK, they have the email address for questions on the submission form:
