I receive a paypal debit card and I have a second person whom I signed up for to receive one as well (2 names, 2 debit cards for one paypal account). I no longer wish this person to have access to my paypal account or receive the paypal debit card. How do I go about removing them?

Hi trazzie, and welcome to the forums! 🙂
You can revoke access on your secondary debit card in your PayPal Profile section. Simply go to Profile > My Money > PayPal Debit MasterCard, and click Update. Select Report Lost/Stolen and then Deactivate Now.
