Paypal don't use premier accounts anymore, you have a business account and if you are not a registered business you select the individual information only.

Premier accounts are no longer considered true Business accounts but are now professional private accounts with a few hidden business features. The only way to upgrade to Premier is to get the Business Debit Card. The new standard Account page at https://www.paypal.com/myaccount/home will not show any difference except a link to the card under the PayPal Balance and a Merchant ID in the Profile. It will still have a link to upgrade to a Business Account. The only way to know that you have a Premier account is to go to https://www.paypal.com/webapps/customerprofile/summary.view from which you can access the bonus business features.
