So I opened this paypal account many years ago and forgot all about it. Now I need a paypal account for various reasons, only I can't use this one becuase it's limited. I can't remove the limitations because I'm being asked for photo ID of which I have none. I don't drive and have never traveled out of the country, so I don't have a passport. I literally cannot provide the proof that they ask for so now my bank details are locked to an account I can't use.
I've tried contacting paypal but never get a response via email and their built in "Contact Us" feature asks for an issue number of some kind that I can't find anywhere.
What options do I have now?
