Accessing PayPal UK From Abroad

I have tried using both numbers given (0800 3587911 and 00353 143 69004) from my current lcoation in Australia to no avail. I do not have a fixed landline number (only mobile) and both numbers appear to be inaccessible from a mobile. Can someone please advise of the correct number to use? I have sent a message which has, as yet, not been replied to.
In addition to the above, why do PayPal operate a country by country account system when they are a global organisation? I have to contact the UK every time I make a complaint or have an issue with something. i cannot change my address to represent my new country of residence but am forced to either use the UK account or close my UK account and open a new one in Australia - neither of which I want to do because both would penalise me in some form or other: No continued credit history with regard to Australian account and/or loss of credit history from UK account, withewr way both customers and PayPal would see no previous good history on my account - VERY UNFAIR! Surely in this modern era of technology there is good cause to allow customers to access their respective accounts from anywhere in the world or is there some nefarious reason for PayPal to exist in this format which penalises customers? Either way, **bleep** inconvenient to their customers!

1. Asked a question that i gave you a perfectly polite reply to, confirming the number you had been ringing was correct and giving you a better way to contact them if you could not get through.
2. I also let you have other information to make sure i answered every question you asked to the best of my ability.
3. You did not bother to even say thank you as most others do.
4. You then provide a rude rant about your annoyance with customer services...........still no thank you.
5. I then pointed out that i did not work for paypal.......not sure where you would get the impression that i did AND that i answered your question regarding whether the tel number you were ringing was the correct one.
6. Your next post was a complete rant against me as you said you DID NOT ASK FOR ADVICE ON THE CORRECT NUMBER TO USE.
When it was pointed out to you that that was EXACTLY what you did ask did you apologise for your rant and say you again made a mistake....err no.
7. And then as you have not got the courtesy to say thank you for the information provided OR an apology for YOUR mistake over your OWN post you then go on to accuse me of being tiresome.
Sorry but over all the years on this board you are one of the more rude and ungrateful posters that I have met on here.
If you want me to stop responding to your rants then stop posting your pathetic replies when you have been proven to have lied.

For future reference, when you are about to go abroad, always let PayPal know by going to your profile under "Security" so they can accommodate your access to account.
