About confirm my identity and Important: Your PayPal account has been limited

Dear support,
Document has been uploaded, but I still get the message "Action required: Please complete your identity confirmation".

When click to https://www.paypal.com/compliancepolicy/dashboard follow the instructions.
It redirect to the screen as attachments.

Current I can't add new or edit the documents you require authentication on the dashboard items.

I can't find the "View Limits" link on my account page.  My account screen.

Please help me check it. If you need more info please let me know how to send you.

I've added the document in April 2016 but I still get the message requires additional authentication "Important: Your PayPal account has been limited". I had to contact support department but they just sent me the instructions.

You will need phone PayPal customer service for direct assistance with account issues.

Admin will not respond to specific issues publicly.

I think they don't have the staff to support for Vietnam!

Vietnam is included in their rest of the world support , you can try

I was calling them and they answered "Unfortunately, we do not provide this service for Vietnam at this time.". According to you I must how my problems to be answered.
