payPal Chargeback

I sold and shipped 3 shoes via eBay to a customer and the tracking shows the item was successfully delivered to the registered address as required by eBay and paPal rules. The buyer open case on payPal and got a refund, now paPal claiming to me that am not covered by payPal, which I found it very very strange, everyone i consolted about this case told me is ripoff even eBay told me that shouldn't have happened. Please look at the case and advise.

did tracking show it has been delivered to the address on payment notice?

if they are 750 or more,signed for.

to qualify for seller protection,there are 2 conditions which you will find in your Paypal payment notice email-

item must be eligible for protection,you must ship to the address given in that email.
