Hi

 I have lost my money, they never sent a laptop.

Took a payment through paypal.

What should i do to get my payment back?

I called paypal but they said they cannot put dispute because the seller has transmitted money as if I am sending it to friends and family. 

Please advise

But as a buyer I saw that seller accepts payment throgh paypal so I made a trust and paid money.

What is the role of paypal here you think? just to give money to literally "ANYONE" in the world, no matter how that "ANYONE" is??

You can tell.  If the prices are too good to be true, for one.  Some sites are designed in a similar way, as if these scammers using a web shop template.  When I went to this webshop, the design looked similar to the other scam site.  You can check for any web security badges (verisign, thawte) if they are valid, domain name whois...

The same thing happened to me. I have filed a complaint with papal also. Before I did the deal I calledon't paypal because I was suspicious. I was assured I was covered.

It what mode of payment you send the money?? Paypal can only file a dispute or help you, get back your money depends on the payment method you used.

If you send the money to a friends and family, paypal can't help you get the money back. But if you send the money as a payment for goods and services that's the time that paypal can help you file a dispute and get your money back....
