If the payment was made as family/friends/gift, then you have no recourse through PayPal.

In future don't use family/friends for purchases.

Can't be that trustworthy if he has scammed you and if you paid using the family / friends option then you CANNOT open a dispute for non receipt of item.

How did you pay for the item, what option did you use?

How did you fund the payment?

You can't file a PayPal dispute base on what someone was supposed to do.

You can only dispute a transaction that happened and you have a choice of item not received, item not as described, or payment not authorized.

So, what are the details of the one transaction you want to dispute.

choice of item not recieved i guess. this was more of a personal trade.

Personal trad is not a transaction.

Specifically, what are the details of the PayPal transaction?  Was it a payment or a gift?  Look at the transaction on you computer for information.
