Wrong phone number entered for payment

So I entered in the wrong phone number to send money out of my bank account. It sent to someone with whom I am not familiar with. I did not recieve any name confirmation before it was sent, but noticed fairly soon after that it was sent to the wrong person. I sent the reciever an email stating my mistake and asking that they not accept the payment. No response. I sent another email again stating my mistake and still nothing. So I opened up a ticket in the resolution center stating what happened happened and my claim for reimbursement was denied. No explanation, just an address that I can write to for further information. Anyone else have this happen to them? Were you able to re-coup your money?

There is no recourse with PayPal for funds sent as family/friends or phone number.
The receipient is under no obligation to return funds.
