Payin into recipients bank account

An EBay seller asks for payment into his bank account (in Germany), with an IBAN number and a few other numbers.

How can I do that?  I do not know the sellers PayPal account, nor do I know whether he even has one.

PayPal accounts are identified by the email address you use to log in with. There is no way to send to an IBAN with a PayPal account.

PayPal Xoom offers sending to an IBAN.
