What is the difference between pishing and repeatedly saying your documentation is invalid?

Greetings,

Often we are encouraged to report pishing attempts.  Who here has the authority to decided if a government issued bill for road taxes is not valid enough for a proof of adress?  Does this not resemble pishing pushing for more documents of all sorts?  My account was limited and I was asked to send a utility bill and passport.  So what is not valid about a bill from the government itself.   When I try to call nobody from that department can be officially contacted , my account cannot be closed nor can i get my own money back.  Meanwhile I sent a copy of my weekly work contracts, a readout of my national ID card that states my adress and even has a picture of me on it.  And all i can get as an answer is , you have to wait till they respond you.   To tell you... that even a government issued bill is no good.   This sounds pishingly suspicious and I apologize if this sounds rude.   But it is my money i work for in a freezer not drugmoney in a suspicious embargo kind of way.

You have to send the documents they ask for. Do you have an electricity bill, gas bill, phone bill with mailing address that matches your PayPal account and/or a passport?  If you cannot provide or not willing to provide those documents,  tell PayPal and after further review, they will email you a "parting ways" notice to permanently limit the account, even ban up you from opening other accounts and put a hold on your money for possibly up to 180 days to cover any disputes, chargebacks or reversals, refunds that may occur in your account from now until, you are notified you may withdrawl your money.

I do live with family so the house I live in has no service bills in my name.  I did send them an official tax bill from the government.  A pasport has also been sent to them as a print out of the information on the chip of my id card.  I believe government issued documents are better than electric bills as by law you are obliged to have a physical adress.  Electic bills can stay on your name even if you move out of that house.  So I believe my documentation is even more valid.  It was rejected though and the customer service can only repeat me the email they sent me while i canot dispute the validity of my document.
They can hold money,  they should from real criminals not from someone sending money to his wife showing official documents from the state.  The adress on that document is exactly the adress from my account.  Trust just went down the drain and the fact that i canot directly comunicate with the department in charge basically makes it all robotic with not much explanations.   All money is important , all amounts are for hard working people.   I just thank God its not more , even if its much more than  5 dollars.  Every time i send a document i have to wait a day to get a response.  If this can take up to 180 days , Im not going to even think of opening other accounts.

Other proof of address documents besides utility bill you can send is Credit card or bank statement.

There are other online personal money transfer services. Check Current, Ria, Greendot, Walmart.

I have sent an online banking print out of my last movements on my account too, here in Europe they try to avoid paper as much as possible now.   Unfortunately these only mention my name and bank account number , not my adress.  The last thing I can do is ask my bank for a certificate of some kind that mentions my adress too.  But if an electronic copy of my ID is rejected, i doubt that would be enough too.  Beyond that I can only report it as stolen and I will have to find another way as you so kindly mentionned and never forget the lesson.

Thank you very much, if things work out positively I will say it too, but until then , this is a lot of worry and hassle for such an innocent transaction.

The account has been finally restored, with every error you do lose a day though all is fine now.  Thank you again for standing by and the excellent advice.
