Store states PayPal will not accept my refun

So I purchased a few things on Zullliy and it takes a month to get the stuff and THEY canceled part of my order due to stock issue so I Wanted to cancel the order they said fine. Then they don't refund for a week and I get a " partial" refund. So I emailed asked about the balance and no email for 3 days this is a nightmare so I open a case with PayPal to help me get my money, they gave me partial remember so why the hold up, figure with them behind me they would have to, well now zulily states they can't refund my money until I close the case, Some code is coming up on there screen telling them they can't refund so after 5 of the same emails back and forth with the same answer I need to close the disput to get my money back I am leaving it up to PayPall. Is this a ploy by the store to put me off or should I close the case , then I can't open it again if they don't pay right ..

when you open a case,Paypal withhold the payment from Zulily's paypal account,is it under Paypal review now?
you can close the dispute so Zulliy can refund you,if not,file chargeback with your cc issuer.

The merchant can refund you via the open dispute case. Or have the merchant contact PayPal and ask PayPal to refund for them. Once you close a case you cannot open it back up.
How do I issue a full or partial refund for a dispute?
Here’s how to offer a full refund:
Log into PayPal account.
Click Resolve a problem in our Resolution Center at the bottom of the page.
Select Open Cases from the list and find the transaction.
Click the Case ID in the Case column.
Click Issue a full refund on the case details page.
A refund can be issued within 180 days of receiving a payment. Issuing a full refund automatically closes a dispute.
Please note that the case must be in the dispute phase or waiting for the seller's response to complete this action. If it is under review, Seller must contact PayPal to take this action.
