Refunding buyer BEFORE item received back?

Dispute Escalated to a Claim

 

An item we sold to a buyer in China is reportedly 'not as described' and he says he will send it back and wants a refund.

 

Do we have to refund before receiving the item back?  PayPal's directions seem to suggest we do.  We are a charity and the item cost nearly a £100 to send, we're worried that we are being scammed.

Buyer must send the item back with tracking and tracking must show that it was delivered, then PayPal's system will refund buyer back. Buyer also pays for the shipping. Customs charges may be a problem unless there it's possible to indicate that it is a return, I've never dealt with return situation so I don't know about customs. There is a danger that the returned package does not contain the original item.
