Refund tied to closing of dispute

I had to file a dispute in order to get a seller to respond to my emails regarding my refund from product returned a month ago.  I have been told by the seller that they can't process the refund until I close the dispute.  The seller has not responded to the dispute as of yet.  Is this the normal process?  Are sellers really not allowed to process refunds until a dispute is closed?
