Refund for item not received

I bought an item on Ebay Aug 23, 2017. Despite several emails with the seller, who promises to send the item, I have not received it nor is there anything to suggest that it has been sent. The transaction shows up on my bank statement as:
08/25 Card Purchase 08/23 Paypal *Vansaanywhe <removed> CA Card <removed> 51.99
This transaction does not appear on my PayPal statement, however I do have the email receipt sent by PayPal which has the Receipt ID number.
Because the transaction doesn't show up on my PayPal statement, I can't select it in the resolution center. Any suggestions on how to proceed with trying to get my money refunded? Thanks for your help.
