Hi , friends my names <removed> from Rwanda central Africa , , please give me some advice . I have got a donation of 200usd , I tried to withdraw them and it has been councelled because we don't receive funds from people in my country . .. after amonth the Money of 192usd returned back to paypal and I think 8usd paypal took it as fees....my donor want me to refund them to him , but paypal is saying that I cant refund the money right now due to that I don't have sufficient money on paypal and it will work out after 180days . ..is this really the service paypal give people ? What should I do for this , is this paypal really or a scam ? How can it tell me that I will refund the money to my donor after 6 months . ....This is so bad service and im done with this paypal . ...Please if any advice help me because I want leave this distress of paypal
