Paypal needs to do a better job with customer service & refunds

I am so very disappointed in Paypal. I have used Paypal for years without any hiccups. My experience was absolutely pleasant. However, when I actually need help I received only prompted, scripted responses.
I have called, emailed, provided irrefutable evidence to receive a refund through Paypal. Each time Paypal has "helped" me, the customer service assistant opens a case but only provides an over simplified, summarized version of the situation. There are a set number of categories for dispute cases. For the most part they cover a plethora of situations. However, my situation was always filled under a different scenario unrelated to my case. When I call and ask about it, I was told that I would have to wait until a decision about the open case was made. Since these are escalated situations, the reviewer automatically denies the request since it does not fit that specific case scenario.
I never said my account was hacked, or that the payment was unauthorized, or that the item was not delivered. In my case, the other party was paid through a 3rd party website and Paypal due to complications with the 3rd party. The 3rd party did confirm with me that the other party was paid (I provided proof to Paypal of this). This is also evident if Paypal would simply check the other party's paypal account and see that the evidence they were paid. There is a very easy solution here that Paypal refuses to take. I do not understand why they simply refuse to see logic.
I am also unable to additional information and screenshots. I do not know if the reviewer is seeing the screenshots I have uploaded through their upload system. It is a tedious and ridiculous issue that needs to have more attention to. When that happens, I have to go back to square one and try to open up a case that is actually related to my issue. I have tried three times now.
PLEASE! Can I receive some sort of help from anyone at Paypal without having to go through the same looping process without end?
Now I am wondering if I have to take legal action because Paypal refuses to do anything about this situation.
I would love to hear about anyone else's experiences and solutions!
