Paypal claim as a buyer

If I win my claim and the seller has withdrawn all funds, do I still get refunded by PayPal and the seller will have the account go into negative balance?

Quick question, I have a counterfeit case open and it looks like the 10 days will be up without any seller response. What does the seller end of the "waiting for the other party to respond" look like? Is he required to upload documents or will a small reply from him be enough to further extend the case and take it to the next stage?
