Never Applied for Credit but received denial letter

Neither myself nor my husband have applied to Comenity Capital Bank c/o PayPal Credit, yet today he received a letter of denial of credit. Does this mean my account has been hacked? I am changing the password on my paypal account as a precaution. So does this mean I need to call Equifax to report this as fraud? He never applied for a PayPal Credit card.

Oh no, that's definitely a concern! I would advise contacting us so that we can ensure there isn't an account in your name attempting to make purchases. Next, like you suggested, you may want to contact the credit bureaus to report this as fraud. Hopefully this helps!

My wife received the same letter in the mail - dated 3/21/18. Any further suggestions on what to do?
