Mystery Charges on Bank Account

Hi, sorry if this isn't the right place to post this. It's a little bit of a story.
My adult brother is an avid Ebay shopper. He buys items with Paypal, and the charges go straight to my mother's bank account. He tells her that this is a fluke, and he has a different account that Paypal should be taking money from, and Paypal stubbornly collects money from her bank account for some reason instead. This has happened several times over the last few years with a few large purchases happening this year. Just today, my mother tried to buy something only to discover there was no money on her debit because another one of his large purchases.
My question is if it really is possible for Paypal to collect money from a bank account that you did not select during the payment process? Like say, if there's no money in the account that you selected during the payment, will Paypal jump to the next account listed in your wallet to collect payment?
My brother has also said that he has removed my mother's bank account information from his Paypal time and time again. Is it possible for Paypal to collect money from a bank account that's been removed from your Paypal wallet?

There are 2 important issues here: You do not have access to your brother's PayPal account, therefore, you don't know for a fact whether mother's account is linked or not.
Aso, you don't have access to your mother's bank account, so you don't know the factual details there.
Your mother must take responsibililty for her own bank account. If there are fraudulent charges she needs to contact the bank to take care of it. She then needs to put a block on her bank account; check with the bank for details. If there is fraud she may be instructed to contact the police.
Is your PayPal account in your name and your name only? Is is linked to your bank account and only to your bank account. Is your account linked to your own credit card issued only in your name?
To your knowledge, does your brother have a bank account? Does your brother with you and your mother? Does your brother have a credit card in his name and only in his name?
Did you or your brother ever have acess to your mother's bank account?
There are a lot of financial details needed for all three people to figure out what happened?

To be clear, although I do not have access to my brother's Paypal account, I am aware of the charges that's been applied to her bank account from Paypal as a result of my brother's spending. I have seen the charges on her bank statement. She has written them down and added them up and shown me. This has happened on several occassions. I also occassionally help my mother pay bills because she's not very knowledgeable when it comes to online billpay. In other words, I have access by permission to my mother's bank statement.
Secondly, there is only one other person who has mother's bank account information on a daily basis, and that's my brother. He is the sole person using it besides her. He has agreed that these are his purchases that he is making. Those are the factual details.
My mother just contacted her bank today, they encouraged her to file a claim, and they gave her money back. After she told my brother, he got upset and rushed off to to the money he spent back onto her account. I don't think she's going to through with the claim now.
My brother has no bank account and refuses to get one for his own financial reasons, so he uses my mother's bank account to make purchases. He has no credit card either, but he does a money card that he received from work. I do not have access to that, so I don't know how he uses it.
I'm not involved financially, but my mother does ask me for advise for what she can do.
So, Paypal does not have access to the bank account that you're using to make purchases, and can't automatically switch between bank accounts in your wallet without your consent?

first ,your brother would not be able to link your mother bank account unless his name is on it.
Paypal makes sure it is exactly the same name as his Paypal account.
since you are not privy to either your brother PAYPAL account or your mother bank account,let the two slug it out between themselves.

if your brother decides that your mother bank account should be used to make purchase,Paypal has no xray eyes to know in advance there is not enough fund to cover his purchase

Of course PayPal can't arbitrarily change bank accounts. It can only use accounts listed.
It's time your mother take control over her bank account and remove all other names and access.
I suggest you and your mother go into your bank and take care of any necessary security change.
There's something lacking. Banks don't just give back money in response to a phone call claim.

The bank representative hid the charges on her statement, gave her back a portion of the stolen money, and then told her to call back in two days to file the claim when the charges show back up on her account.

Let your brother take care of himself. His financial situation is not your concern, that is if you want to help your mother. Your mother needs to take your brother's access off her account. Go into your mother's bank and do it with.
There is a time when it is necessary to not trust siblings, especially when they don't manage finances well.
