I ordered a dress from Lulugal on November 22 so that it would arrive in plenty of time for Christmas. I received a "shipment notification" on December 3, after which I waited, finally asking (for the first of several times) "Where is my order?" on December 14. The answer I received then and subsequently--the last time on December 22--was "Wait one more week, and thank you for your patience." The package did finally arrive on December 24; however, the dress is the wrong color, only vaguely resembles what was pictured on the website and, of course, does not fit. After investigating the possibility of returning it, I have discovered that it would cost me more--because Lulugal does not pay return costs--to send it back to China (I had no idea that these products originate in China) than I paid for the dress. I am disgusted by this entire experience, and I'd like to have my money returned, but it'll still be a loss for me should I attempt to send back the dress.
After disputing this with Paypal and not receiving a satisfactory answer from Lulugal, who offered me a whole $8.00 in compensation, I escalated it to a claim, and now I'm stymied because Paypal wants tracking information to show that I have sent the item back to Lulugal. I haven't done that, because even with the munificent $8.00 compensation that Lulugal has offered, I will lose money on this deal because of the prohibitive shipping costs. Beyond "Enter the tracking information" point of this dispute, there appears to be no way to comment further and say "I will not send it back. It's useless to me as it exists, but I will incur a greater hit through the shipping charges than I have already sustained."
At this point, since I understand that my money is gone, the only possible satisfactory resolution I can see to this issue is some kind of guarantee from Paypal that they will no longer sanction purchases from Lulugal. I am at fault for not having exercised due dilgence by reading the HUNDREDS of negative reviews of Lulugal (this is apparently a very common issue), but I regularly order online and have never experienced an unsolvable debacle of this magnitude.

Probably best to review PayPal terms of use and protection policies such as the requirement that buyer pay for return shipping charges in case winning a disptute; furthermore, return shipping must show delivery.
Understanding these requirements is important before ordering internationally. Low cost international sellers are aware of this, so the thrive by selling low price items.

There was no indication on the Lulugal website that I was ordering internationally; in my naïveté, I thought I was ordering from an American company. It was not until I received the tracking information that I realized that I had ordered from China. This, I think, is deliberate deception on their part.
I know that I have no real recourse here, but I am deeply angy about the whole situation. I refuse to cancel the claim, but I am enough of a realist to know that there is little that Paypal can/will do.

Did you fund your paypal payment via a card?
If so then contact your card issuer and see if they will chargeback for you.
Advice is voluntary.

Frankly, as much as anything else, I am furious about the long delay in even getting the dress (useless though it is), the obfuscation that Lulugal has used to try to evade this issue, and the sheer amount of effort and time I have poured into this.
I have posted negative reviews on every website I can find, and I refuse to let this go--which I am certain is their hope--because they have deceived me and sent me something which is unwearable. Assuming that I can find someone who will take it as a simple hand-off, the reality is that the dress is shoddily made and distinctly unlike what was pictured on the website.

Don't blame you, and just to confirm one thing, i hunted high and low on that website and nowhere did i see that they said they shipped from China.

I checked also, nothing to show even company location. It's definitely not a site I would have used for clothing, however, as it isn't my style. Furthermore, I would buy from an known site with promotes 70% off pricing for everything; it just looks suspicious.
There are steps I would normally take for a new site. First is a published addressess; this one has none.
If still interested and needed verification, I'd make a phone call and ask.
Another check is the live chat.
The text on the site is surprisingl well written in English, just too wordy.
This thread should be a warning to potential buyers of any new site to do a thorough investigation as some are really slick to avoid real disclosure.

They caught me in a weak moment; I am normally much more suspicious. The ad showed up on Facebook and I thought "Oooh, great-looking dress!"
That will not happen again.

The are pretty slick and seem to know how to catch buyers off guard. I guess it's sometimes easy to get caught up in the carefree atmosphere of Facebook.
Making mental note to ignore Facebook ads.
I didn't realize Facebook ads were really successful, but I guess they are.
On the other hand, I should probably pay for some well targeted Facebook ads to sell our own products. If only Facebook had a demographic category that I could select as "unsuspecting" customers. 🙂

Sorry for you misfortune, but take some satisfaction that you are helping a few to be better shoppers and even seller. It's a life-long process.
