Many chinese sellers take forever to ship, I have had some take a month or two. How long do I need to wait to file and win a dispute? its not fair if they take such a long time to ship. On top of that, seller changed the agreed shipping service. On aliexpress, if you don't get your package in 60 days or less you get a refund if you open a dispute. I can't find anything on paypal users agreement.

Wait as long as you think is appropriate; no one else can do that for you.
It is up to the buyer first to use good judgement in selecting a buyer. There is a lot that can be done BEFORE making a purchase; you need to confident that the seller will follow through on sale. As a buyer you also need to make sure the seller will use a shipping method that fits your needs.
It's difficult to fix a situation after you accept a deal that was cheap.
I've made mutliple purchases from China and I've researched sellers. I also select a seller that will ship quickly. Custom items might take a week to produce and then the items are shipped; they arrive with 48 hours of pickup in Hong Kong by DHL. No headaches; just good service.
Once you've selected a low cost seller and shipping method there isn't a lot to be done. In my opinion 60 days is way to long; I start a dispute with a European suppler within 12 days of non-arrival. I don't want to risk losing my money.
In your case, why are you wating? Get it done now. You already have your funds at serious risk. When you get the item and it's not OK you will have to return it with tracking--a big expense. Cut your losses now.

did they offer free or low price shipping?
it could take over 30 days ,also customs clearance.
If you bought on Ebay,there is an estimated delivery date on the listing and you cant file dispute on Ebay before that date since you agree to the date when you confirmed your order.
China is a big country,if your seller lives in a inner rural remote area ,it could take weeks to reach the coast.
Many Chinese made items can be found in USA,you may pay more,but it will be delivered faster and filing dispute,you dont have to return to China with tracking.
