Item not shipped

Hello, I bought a piece of clothing off a user through PP invoice and still have not received it.  He generated a tracking number but hasn't moved since it was created.  His account on the clothing market place is banned and has a few negative feedbacks saying the same thing(item not shipped).  I opened a dispute, and I'm wondering what I should do next.  Do I wait for him to respond or should I escalate it to a dispute?

Escalate it to a claim.

 

DO NOT close it until you have a cleared refund or your item.

Escalate when you want, as long as it is for non-delivery.  You will need to escalate it at some point. 

You could also contact the seller for options, but that should have been done BEFORE filing a dispute.
