I had a refund problem - it has been solved.
After that I have to confirm my identity - don't really understand why, but let's do it.
BUT I CAN'T!
I can't upload my driving licence (because I receive a red message - try again), can't communicate anyone from paypal, the phone call isn't a solution.
So please help to solve it!

have you considered contacting Customer Service via Facebook or Twitter?
