So, I TRIED to purchase something off someone and I sent him $10 and asked nicely to get it sent back and nothing. I tried claming a dispute but paypal did nothing to help, is there anything I can do??

If you sent the payment as "Friends and Family" you do not have buyer protection because you were just sending money to a friend or family member, not buying anything.
If you sent payment as "Goods or Services" then you have buyer protection. If the seller does not have any sort of tracking number which proves delivery then you should easily get your money back.
If you funded your payment via credit card, you can try filing a chargeback.

How did you send the payment? Friends and Family or Goods and Services Payment? If you send by F&F, then you sent money as gift, there is no refund. If you send by G&S, you can file Item Not Received dispute through the Resolution Center.
