How I can not report a dispute

I have a dispute with <removed> when he stop response after payment and did not sent the items.

 

I try to report it in Resolution Center, but got the same automated answer "We're sorry. Something seems to have gone wrong. Please try again."

I try customer service, but got the same automated answer to use Resolution Center.

Should I go to Paypal Head office in Singapore to resolve this 200$ dispute ?

 

Transaction ID # 75S085214B036552L dated Feb 9, 2018.

and I try to contact paypal for cancellation since Feb 11, 2018.

 

Did somebody have the solution for this ?

There should be an option to email customer services via the message centre in your paypal account.

Failing that click on help / contact and see if there is a phone option in your country.
