Dispute for purchase older than 5 months

I purchased some ball bearings on ebay on July 13th, 2017. So far I didn't receive any product from the seller. Seller also ignored me on all my inquires during the past several months. Too late to start a case but I don't know whether Paypal to get my money back.  Ebay said no help cause its too late.  Thanks!
