Can't enter a dispute in the Resolution Center

I'm trying to enter a dispute in the Resolution Center but every time I get a message that says 'We're sorry, something went wrong. Please try again'. I can't even enter a dispute for items I ordered from one seller that have never arrived and their website shows they're still 'Awaiting Shipment' 12 days after the oringinal order.

 

How do I enter a dispute to contact the seller via PayPal?
