"Your recent transaction has been declined" warning after login

I just login to my Paypal account to update my credit card information which is expired at the end of this month, but I got a warning ""Your recent transaction has been declined"  at the top page.
I have not made any transaction in the last 2 weeks, and all my previous transactions were always successful.

I browsed my transaction history just to see if there is really (unknown) transaction attempt that been declined by Paypal, but I found none.

So, what is this ?   Is this just a weird way  Paypal tried to remind me about my credit card expiration ?

Here is what it looks like :

Hi Serville -

Apologies for the obvious confusion that messaging has made. Yes, that's just a somewhat...interesting...way that we're trying to remind you to update your expiration date or add a new card. I can see that point we're trying to make there, but I agree it's maybe not the clearest. I appreciate the feedback!
