Virtual Goods not delivered but says it has been.

my buddy wanted to buy a new wow account,

 

he found what he was looking for and spent several hours talking to the seller on skype.

they agreed on a price and a payment etc, in this case the agreed price was $1300.

$650 upfront and $650 once he has the account info and verfied etc had copys of id / name changes etc

now in good faith he paid, the guy gave him some info and he went to check it all out, none of it worked so he went straight back to skype to find out what was going on, only to find he had been blocked.

he started a dispute immediatly and the seller esculated it saying that he had provided the goods, but refuses to communicate with him on skype or forums.

 

Now i understand that WoW accounts can be recovered via the battle.net site so the seller cant lose out even if he was being honest.


Would like to know what his chances are of getting his money back.

Firstly there is no buyer protection on paypal for "virtual" items so he "may" not get a refund. Paypal may try and access funds from the sellers paypal balance but if there are no funds in there then paypal won't refund under buyer protection as they normally would as it was not a tangible item.

 

Also it depends how they paid. Did they use the gift / family and friends option or the goods option?

 

Finally if they don't get a refund and they funded their paypal payment with a card then contact their card issuer and see if they will do a chargeback for them.
