Unauthorized payment sent to Paypal Headquarters Address

So I got an alert for a $59.99 purchase to the address below:
Description: Debit: Signature purchase from PAYPAL *NETDRAGONWE NETDR 2211 North First StreetSan Jose CAUS
Here's the thing I was in bed in San Diego, this was in San Jose and when googling the address and store name the address is Paypal headquarters and the store is some gaming company out of Hong Kong.
I've had my card cancelled and contacted Paypal and a claim/investigation is now open, but when I googled this I see I'm not the first person this has happened to. How is it someone committing is being able to use Paypal's address to do it and Paypal actually deducts money from someone's account knowing address belongs to them and not the name of the company?
