Unauthorized payment questions

I have a buyer that was suspected by Paypal of unauthorized use of someone else's account to make a payment to me.  Buyer was from UK and was somehow able to bid on my items even though I place a block on international bidders.  Furthermore, he asked if I could ship to a US address.  I haven't shipped the item.  Four days later the claim hasn't reached a solution.  How long does this process typically take?  I want to refund the money so I can sell my item to someone else.
