Is there really no way to appeal a case ruling, even with new info?

Long story short, sold expensive graphics card for friend, buyer doesn't have hardware to run it, PayPal rules in his favor, gives him the money back. Guy doesn't send card. I ask why. He asks if I still want it, since he conviniently dropped and scratched it before he could ship it (no telling when he was going to explain that to me.) 

 

I made the mistake of writing all the details in a customer support email, and got a generic, non-helpful response back. I sent a reply, but I'm not sure if it's getting through to anyone. Is there a way to directly appeal the case? It hasn't closed yet, because the guy never bought shipping or never shipped the item off...but seriously, I don't WANT the item back. I sent it to him in the box with everything wrapped in plastic, and his excuse was that the anti-static bag was torn and that's why the card didn't work properly...now, if he sends the card back in its current condition, we won't be able to resell it.

Forget PayPal helping you. They took $20 out of my account but they told me they don't know why or what for and they can't fix it and get my money back. If they can't fix something like that I doubt they can fix your problem. Good luck dealing with these thieves.

If the item is returned to you and it is not in original condition, you can appeal the outcome of a case by providing new information.

Same thing has happened to me. Scammed by two sellers (or perhaps it was the same one) on similar products that I never received - PayPal said tracking info was sent to them, but it was obviously never verified. None of the tracking info was ever provided to me at all ("sellers," obviously nonresponsive and ebay has since taken both accounts down for multiple complaints - and ebay now won't get involved once paypal is).  However, every single time I try to provide evidence that items weren't delivered/notification of ebay that a seller's account was compromised/etc, I get totally generic responses. I don't think anyone's reading them at all.

I can't even see the Appeal button so jokes on the buyers for PayPal's so called "buyer protection"

 

Submitted a complaint report to BBB.
