How to get a refund for an iPhone unlock that was not successful

I purchased an iPhone unlock and they usually indicate that their service takes 1 - 7 days for the premium service whose price is higher. I paid for the service on 30 Dec 2014 and upto now they have not unlocked the phone. I have tried communicating to them via their website and on gmail but they don't respond. I paid using paypal where i have linked my credit card with my bank. i want to get the refund for the money spent but i don't know if it will be possible.

I understand that service might not be covered in buyer protection but if a service is not provided the customer suffers. I have heard of chargeback but am confused on how i should go about this issue. i just want to get my money back. Thank you guys in advance

Either call your credit card issuer or visit their website, log on to your account and file a charge back against the transaction in question.
