How can I verify in advance that the credit card holder is authorized?

I've had two disputes opened in the last two months totalling more than $1000 from two different buyers who claim an unauthorized use of their credit cards.  The product was mailed to an address and a person signed for it.  Both disputes were settled in favor of the 'buyer'.  How can I cross check in advance that the person to whom I'm sending my product is actually the card holder?  Many of my transactions are overseas ... these two were Canadian.

Why did the buyers wing the disputes.

 

Seller are protected from unauthorized use chargeback.disputes/claims if they follow the Seller Protection Plan.

 

For sales less that $250.00 you must have online viewable D/C. 

For sales of $250.00 or more you must have online viewable SIGNATURE CONFIRMATION and ship to the address provided by Paypal.

 

Signature confirmation is a lot more expensive for international packages. 

Best bet is if you don't want to take the risk, then don't ship international
