Disgree the resolution of Paypal dispute decision

    if i disgree with the resolution of dispute between me (buyer) and seller, can i reappeal the decision ?

You can appeal, there may be an option in the resolution centre in your paypal account OR contact paypal and ask if they will open it again, unlikely but you can but try.
