Getting a refund?

I made  a purchase through eCrater.com in March and still have not received my item.  They have attempted to work with the seller but still no resolution.  They have advised me to ask for a refund through PayPal and then contact them when done..  How would I go about doing this?

File a dispute for non receipt of item via the resolution option in your paypal account.

Put in exactly what has happened and escalate it to a claim for paypal to sort then you get that option.
