Hello to Everybody,
My name is Angel.,
I have selled a Digital wallpaper photo for $0.99 in eBay.
The Buyer has left me positive feedback, that the photo is just as described.
I have been e-mailed by PayPal:
" Dear,
We are writing to let you know that one of your buyers opened a chargeback with their card issuer. The buyer stated that they did not authorize this purchase.
Here are the details of this case:
- Buyer's name: ........
- Buyer's email: ........
- Buyer's transaction ID: .................................. (numbers)
- Your transaction ID: ........................................(numbers)
- Transaction date: November 1, 2014
- Transaction amount: $0.99 USD
- Disputed amount: $0.99 USD
If you have any information to help us dispute this chargeback with the card issuer, please log in to your PayPal account and go to your Resolution Center to provide it.
Please submit your response within the next 10 calendar days. The timeframes for responding to chargebacks are determined by the card issuer.
If we don't receive your documentation within the required timeframe, we may not be able to dispute this chargeback with the card issuer.

Also I saw that:
" The buyer filed a chargeback. "
So, I went to my PayPal acc and checked what is all about. It happened to me for the first time.
As reason about the case in table is marked " Unauthorized payment
Chargeback ".
Chargeback Reason Code: 37
Status Details: We have reviewed the case. Because you have not met Seller Protection performance requirements the transaction will be reversed. The case is now closed.
In resolution center as a proof I have attached a screenshot with the lefted positive feedback from the Buyer, that means the Buyer received the photo wallpaper. I attached that proof within in asking time (10 days) I did it on the first day.
Today 28.11.2014 , I saw in my PayPal acc this:
Chargeback Settlement:
- $0.99 USD (for wallpaper photo)
- $20.00 USD (for Fee)
Net:
- $20.99 USD
I don't know What and Why happened. I had sent the wallpaper photo to Buyer's e-mail, He had left me positive feedback, I had left Him positive feedback.
Why the fee is $20.00 USD ?
Is there a chance to return this $20.99 USD
Could somebody help me, please

Now I am a victim of chargeback scamer as well and I try to get information.
I start to be afraid, if PayPal really protects its customers against scamers.

If selling digital goods, best look into PayPal's Micropayments feature. I don't recommend selling it the standard way i.e. sending a PayPal invoice or money request as they don't usually cover digital goods or services. Read PayPal's Buyer or Seller Protection documentation for more info.

The "customer" first sent me the money (so no invoice, no paypal request). He made it as result of free will. After I got money to PayPal account I gave him digital product (in-game money). After month he tries to apply chargeback and my money on PayPal are frozen. But the same scammer did it to many other players. The first wave of his attempt has been refused by PayPal and it is here again. My question is - is PayPal safe place? If somebody get product, gave me money, then he after month chargeback without returning buyed product - is this possible? On the right side of this window I see most popular tags - scam, fraud, dispute - and now I read the article about girl or woman, who sold digital product for only 1$ and then she lost 21$ it makes me stunned.

Standard PayPal payments is not a good choice for payment method for digital goods unless you are using PayPal Micropayments Service. They provide some seller protection for digital goods.

PayPal is a safe method, but you must follow PayPal policies and comply with terms of use.
Receving funds for goods, such as digital, does not have seller protection.

What is "PayPal policy" and "terms of use" you mentioned? There is no need to protect sellers if you don't allow lawless chargebacks. If there exist system, which alows to chargeback money but not return goods, than this is scammer-protect system. Am I true? Is PayPal system who protect scammers against honest users? This is my question.

Click on the "legal agreements" at the bottom of the page for policies.
If you follow the rules PayPal will protect the seller against lawless chargebacks. If there is a chargeback and you followed all the rules, PayPal will reimburse your account for the chargeback fee.
