Can't confirm my identity when changing password

So today on a different account, I tried to login but failed for unknown reasons. I then tried to change my password but instead got a message when confirming my identity (by email and phone) that said something along the lines of "We couldn't confirm your identity" and then some options that said "Contact us, try again (which I did), make new account". I wish I could contact PayPal without needing to pay 5euros a minute, so any help guys?

There are multiple problems which you created.

At a failed login you tried to change your password.  This would seem like suspicious activity to PayPal.  It would have been better to correct the failed login before attempting to do anything else.

Next, you attempted to create a second account which could create another problem for PayPal as there are specific rules for a second account.

At this point I don't thing there will be any option except to contact PayPal to resolve the multiple issues.  You will also have to work with PayPal to provide documentation on your identity.

1. I tried changing it after one too many attempts, not after one wrong one. It started saying that I've messed up too many times. 2. I've had this account for months, it has also been robbed of it's currency by PayPal until June. What I see in the failed attempt, it says that I must try again later. Is there a cooldown until I can try to type in my password? Also, as I mentioned, the PayPal customer support is 54 euro cents a minute to call, seeing as how they put me on hold for 5 minutes every time, it'll cost me like 10€ to call them and sort this out.

It only says I should try and change the password. And I did. It says that they can't verify that I'm the rightful owner of the account. What do I do about this?

What to do?  Call PayPal customer service so you can talk to a representative.
