Can I file a dispute through Paypal Credit Card after 45 days?

I bought some postcards through a French dealer. After I hadn't received them in a month, I emailed him and he apologized because he hadn't mailed them! Now it's been a few more weeks and still no cards. He doesn't respond to my messages and yes, believe it or not, I've always been polite about it! And a week ago he posted positive feedback for me! GO FIGURE!
I know it's too late to get a refund from Paypal, but I used my Paypal credit card to pay via PP. So can I get a refund that way?

Welcome to the new Community! It's always heartening to see a returning member!
While you may be outside of the standard 45 day dispute range, you may still have additional dispute options through the card you used. If you flip the card over, it should have a customer service number on the back. I recommend giving that number a ring and letting them know you want to dispute a charge, and they'll take it from there.
