Can I block a buyer in PayPal?

 This is specifically PayPal.  I don't want to deal with this jerk and want to tell him that he is blocked from buying from me again.  Is there a way to do that?

No, you cannot block a buyer.  You can, however, refund any monies paid.

On Ebay,you can block a buyer,go to My Ebay and block buyer Ebay ID.
