Samsung S5 does not see Paypal here via bluetooth

Device does not show when I scan via bluetooth. It worked with Samsung Note.

Also, it does not keep it's charge no matter how long I charge it for. Ad soon as I take the cable out, it starts flashing red and green.

If I press on the cancel button, the amount of battery life does not show. Not sure what is happening here and any help will be greatly appreciated.
