Availabilty seems at random or it has something to do with browser cookies.  Perhaps clear your browser cookies and cache, restart device and try again to see if PayPal Credit is an option.

In Dec i paid $96.00 for service over to qpid services and now i see that i still have a $30.00 credit coming to me but they refuse to allow me to use it.Am i getting ripped off or they just trying to keep me from making contact with my fiancee in china.what gives.

if this is Paypal line of credit,it is meant for buying online,not sure dating and sending money to fiancee is considered buying goods online
