PayPal Prepaid instant transfer

I have tried dozens of times to complete an Instant Transfer from paypal to my prepaid paypal card. I have used different browsers, cleared my cookies, etc... My Prepaid card account(bancorp bank account) has already been linked to my paypal account and my account is verified.
When I type in the amount I want to transfer and hit confirm, this message pops up:
"Before you can complete your transfer from your PayPal Account to your PayPal Prepaid MasterCard you must grant permission to access this feature. Please press OK to continue."
When I press OK it just closes the message and nothing happens. I don't get redirected to anything. I remain on the same page.
I did a search and this was a huge problem back in 2013, which supposedly was fixed.
I have been on the phone for 2 days trying to resolve this. I've used up all my minutes on my phone. I haven't been able to use the funds that I DESPERATELY need to support myself. I am extremely aggrivated. When I talk to the prepaid suppoprt, they give me a completely different answer every time. They just want to get me off the phone. I've tried everything they suggested and nothing works. I have also talked to PayPal support who seemed to be more willing to help, but they still haven't been able to resolve the issue.

They don't specifically talk about Instant Transfers or money transfers from PayPal account in the card agreement but it does have some interesting bits like when you use the card at a fuel pump dispenser....oooooh boy!

Have you gone to the Paypal prepaid Master card website and try there?
From what I read,the fund in your prepaid card is held in a FDIC insured account with Bankcorp Bank.

reading the terms I just posted-
your paypal account and the Paypal prepaid MC card must have the same holder name,there is daily limit and rolling 30 days limit.
The fund you wish to transfer from your Paypal account to your prepaid card cannot be credit card,debit card or bank account,so it looks like only Paypal fund not withheld is allowed.
Do you have any Paypal fund which is withheld ,look into your resolution center and see if there is any case open?
Are you trying to withdraw more than what you have available for withdrawal in your paypal account?
are the prepaid card holder name exactly the same as the name on your Paypal account?
Has the card be linked to another paypal account?
