I've been paying the min. payment every month via my banks bill pay system. The money has deducted from my account. As far as I know, it was still an active account. How is it possible for a collector to purchase the debt?

You may be being scammed. Call your creditor directly and see what is what. If your PayPal account shows the payments were sent, send him a copy of those payments.
Scammrs are EVERYWHERE. Don't ever respond to any kind of email like this, or a phone call. ALWAYS ALWAYS ALWAYS call your creditor directly, or go to their office if it is local.
