I want to apply for a prepaid MasterCard

Hi, as a customer of PayPal non resident in USA, I would like to apply for a prepaid MasterCard of PayPal. What can I do to get that MasterCard? I go on "PayPal prepaid.com" the system says me, sorry

to register your prepaid card ,you would need SS number,address.
