error when trying to send money with prepaid card

i just added 200 dollar to my prepaid card. im trying to send this guy 170 dollars but when i send it says this

We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

i just want to pay this guy. why this not work guys?

edit: oh yeah forgot to add thati can send payments up to 9 dollars with the card but thats it

Suggest you call PayPal and talk to a customer service agent, as stated in the error message.
