Pop-up debit card offer

I've been using PayPal since Christ was a cowboy and every single time I log in it asks me if I want to sign up right this minute, no sooner, to apply for the (oh, you hardly need to apply, just blink twice) debit card. It annoys the heck out of me. I looked in notifications but see no option to turn this off. Anyone know the secret? Thanks.

Thanks for the reply, but it's not a pop up. It's the first screen I see every time I log in.
